HSE also says pesticide application by drone is currently considered aerial spraying, which is prohibited unless authorised by HSE through an Aerial Spraying Permit. Applications must also comply with wider pesticide law, including label conditions, operator qualifications, equipment inspection and environmental protection requirements.
So the realistic UK position is:
Drone pesticide spraying is possible as a concept.
It is being trialled and assessed.
But it is not generally available as a normal commercial service in the UK.

What about spraying fertiliser?
